Testing of e-TTNs

The Ministry of Community Development, Territories and Infrastructure will implement a pilot project on the introduction of the electronic bill of lading (e-TN) in the sphere of domestic freight transport for the next two years.
The relevant decision was adopted during a government meeting on 30 May, the ministry said.
The adoption of the resolution provides for the integration of the e-TTN system with other state information resources and testing of their electronic information interaction. We are talking about the system of weighing in motion (WIM), a unified register of consignment notes for the movement of alcoholic beverages, a unified state system of electronic accounting of wood, information systems of Ukrtransbezopasnost and others.
Also within the framework of the project it is planned to work out the issue of using e-TVN for the carriage of dairy raw materials, bread and bakery products, wood, ethyl alcohol and alcoholic beverages, objects of sanitary measures and the like. These are categories of goods, the forms of consignment notes for which are established and regulated by other authorities. For example, the Ministry of Agrarian Policy, the Ministry of Internal Affairs.
‘Since 2019, the Ministry's team has been working on the digitalisation of consignment notes together with international partners and donors. This tool has a number of advantages for business and the state. First of all, it is about minimising time and resources, limiting the influence of the human factor and minimising corruption risks. e-TCN will allow for a quick exchange of information between all parties to the transport. Also, the digital bill of lading will minimise the risk of loss of documents or their damage,’ said Anatoliy Komirnyi, Deputy Minister of Community, Territory and Infrastructure Development for Digital Development, Digital Transformation and Digitalisation.
On 21 December 2022, Ukraine launched a website of electronic consignment notes. The site, in particular, contains a list of providers that have joined the system, as well as instructions for the user and provider on how to start working with e-TCN.
The site contains all the regulatory acts governing the carriage of goods by road using the electronic form of the bill of lading.
