Before a truck reaches its first point of entry into the European Union, customs authorities must receive cargo information for advance safety and security risk analysis. The data is submitted to the Import Control System 2 — ICS2 — through an Entry Summary Declaration, or ENS.

For businesses, the practical rule is straightforward: the goods description, commodity code, parties and transport details must be agreed before the truck starts its journey, not at the border barrier. Missing or inconsistent data can lead to rejection, a customs request for additional information and delays.

What are ICS2 and the ENS?

ICS2 is the EU’s advance cargo information system. Customs authorities use ENS data to analyse risks before goods arrive and determine whether additional information or controls are required.

The ENS (Entry Summary Declaration) contains safety and security particulars for goods entering or transiting the EU. ICS2 requirements have applied to road transport since 1 April 2025. From 1 June 2026, every consignment entering the EU must have a valid ENS filed either directly in ICS2 or as part of a combined NCTS Phase 6 transit declaration in an opt-in country.

An ENS does not replace a CMR consignment note, commercial invoice, packing list, import declaration or T1. It is a separate dataset used for advance safety and security control.

Who is responsible for filing the ENS?

As a general rule, the carrier bringing the goods into the EU customs territory must lodge the ENS. The technical submission may be made by the carrier, its representative or an IT service provider.

However, the carrier may not hold all commercial information. Buyer, seller, precise goods and classification data normally come from the shipper, importer, consignee or freight forwarder. The carrier’s filing obligation therefore does not remove the customer’s responsibility to provide complete and consistent information in good time.

Where the data is held by several supply-chain parties, ICS2 allows multiple filing through linked partial submissions. The parties must agree their responsibilities in advance and exchange the identifiers needed to link the filings, including the relevant EORI numbers and transport contract reference.

Road ENS filing deadline

For road transport, the legal deadline is no later than one hour before the goods arrive at the place for which the customs office of first entry is competent.

That one-hour limit is a legal cut-off, not a recommended preparation window. If a message is rejected or customs requests clarification, there may be no time left to resolve the issue without delaying the truck. Operationally, the dataset should be checked before loading and the ENS filed with a reasonable buffer before arrival at the border.

Data to prepare for an ENS

The exact mandatory fields depend on the filing model, transport structure and applicable ICS2 message. The following is a practical information checklist for a standard international B2B road movement and should be treated as an operational minimum rather than a replacement for the relevant ICS2 dataset specification.

1. Consignor and consignee

Provide the full legal names, addresses and required identifiers of the parties. Where the filing model requires buyer and seller details, these must also match the commercial documents. Abbreviations or inconsistent company names across the invoice, CMR and transport order can create discrepancies.

2. EORI numbers

Check the EORI of the declarant, carrier, representative and every other party for whom it is required in the relevant dataset. An invalid or missing EORI may cause the message to be rejected.

3. Precise goods description

The wording must make it possible to understand what is actually being transported. Generic descriptions such as “parts”, “equipment”, “samples”, “goods” or “components” without further detail are inadequate.

Descriptions such as “steel gear wheels for industrial gearboxes” or “7.5 kW asynchronous electric motors” are more useful. The ENS description must remain consistent with the invoice and packing list.

4. Commodity code

Prepare the correct six-digit Harmonised System code for each goods item. Different products in the same truck should not be grouped under one approximate code. Classification errors may affect not only the ENS but also subsequent customs clearance in EU countries.

5. Packages and marks

State the number of packages, packaging type — pallet, crate, drum, bag and so on — and marks where used. These details must match the actual loading and transport documentation.

6. Gross mass

Provide the gross mass of the goods. Where a consignment contains several goods items, the weight must be allocated in line with the declaration structure. Estimated figures can create discrepancies during control.

7. Transport document references

The relevant master-level and, where applicable, house-level transport document numbers are required. For road freight, the CMR and transport order are common source documents, but the CMR itself is not an ENS and does not replace it.

8. Means of transport

Collect the registration numbers of the tractor and trailer and the required details of the border means of transport. For containerised cargo, include the container number. If the cargo is sealed, record the seal number consistently across the documents.

9. Route and customs office of first entry

Identify the actual border crossing and customs office of first entry. A last-minute route change may require the submitted data to be amended. This is particularly important where freight transport from Europe involves several countries or transit through EU territory.

10. Cargo-specific particulars

For dangerous goods, provide the identifiers required by the applicable dataset, including the UN number where relevant. Consolidated loads require separate detail for every shipment. This is why groupage freight transport demands accurate synchronisation between house- and master-level data.

In NCTS Phase 6 opt-in countries, complete ENS particulars can be submitted together with the transit declaration. In opt-out countries, the ENS is filed separately and directly in ICS2. “We have a T1, so no ENS is required” is therefore incorrect: the filing route depends on the country of departure, the itinerary and whether the full dataset is available.

Common mistakes before EU entry

  • using a vague goods description;
  • providing an incorrect or incomplete HS code;
  • inconsistent party names or addresses;
  • a missing or invalid EORI;
  • different package counts or weights in the ENS, CMR and invoice;
  • missing house-level shipments in a consolidated load;
  • changing the truck, trailer or border crossing without reviewing the filing;
  • submitting at the last minute with no time for correction;
  • assuming that a CMR, T1 or import declaration automatically fulfils the ENS requirement.

A practical pre-border workflow

  1. Before confirming the route, determine who is legally filing the ENS and through which channel.
  2. Obtain the invoice, packing list, precise descriptions and commodity codes from the shipper.
  3. Validate legal names, addresses and EORI numbers.
  4. Once the truck is assigned, add vehicle registrations, CMR reference and point of entry.
  5. Reconcile packages, packaging, marks and gross mass with the actual load.
  6. Lodge the ENS early and verify that the system has accepted the message.
  7. If the route, vehicle or cargo data changes, notify the declarant immediately so that the need for an amendment can be assessed.

Effective ENS preparation begins during the planning of the international freight transport, not at the customs terminal. When commercial, transport and customs information is assembled into one consistent dataset, the risk of technical rejection and truck waiting time is significantly lower.

Conclusion

A CMR and transit declaration alone are not enough for road freight entering the EU. Before the truck arrives at the border, a complete and accurate ENS must be lodged with the parties, goods, classification, packaging, weight, transport documents, vehicle and route details required by the applicable filing model.

The shipper and importer should provide the data to the carrier or other declarant in good time. The logistics partner should validate consistency, determine the correct ICS2/NCTS route and avoid leaving submission until the final hour.
