e-CMR in International Freight Transport: How the Electronic Waybill Works

The e-CMR is the electronic equivalent of the CMR international road consignment note. If the document is created and validated in accordance with the rules of the Additional Protocol to the CMR Convention, it has the same evidentiary value and produces the same legal effects as a paper consignment note.
However, an e-CMR is not a photograph of a signed form, a PDF file in an email, or a spreadsheet accessible to all parties involved in the shipment. It is an electronic original with a controlled lifecycle: the system identifies the signatories, stores the source data, records changes, and confirms the delivery of the cargo to the consignee.
For businesses, this distinction is fundamental. A scan of a standard CMR allows for faster transmission of a copy of the document but does not replace the paper original. A full-fledged electronic waybill transfers the entire process of completing, signing, amending, and storing the CMR into a digital environment.
What the e-CMR Confirms
Like a paper CMR, the electronic waybill records the parties involved and the key terms of international road transport: the shipper, carrier, and consignee; the loading and delivery locations; a description of the cargo; the number of packages; packaging; weight; accompanying documents; and special instructions.
The waybill serves as evidence of the terms of the contract of carriage, the carrier’s acceptance of the cargo, and the condition of the shipment at the time of acceptance. However, the CMR itself is not a document of title and does not establish ownership of the goods.
The requirements for the content of the information do not disappear during the transition to a digital format. The Additional Protocol explicitly stipulates that the e-CMR must contain the same data as a standard consignment note. Therefore, the procedure for filling out the fields remains relevant—it is not the content of the document that changes, but the method of its creation, confirmation, and transmission. When Is an Electronic CMR Legally Valid?
The legal framework for the e-CMR is established by the Additional Protocol to the Convention on the Contract for the International Carriage of Goods by Road. It was adopted in Geneva on February 20, 2008, and entered into force on June 5, 2011.
According to the official text of the UN protocol, an electronic consignment note is equivalent to a paper CMR provided that the established requirements are met. Specifically:
- the document is authenticated by a secure electronic signature or another acceptable method of electronic authentication;
- the identity of the signatory and the link between the signature and the specific consignment note can be established;
- the information remains complete and protected against undetectable alteration;
- any additions or corrections are detectable, and the original data is preserved;
- access to the waybill is granted to authorized parties;
- the parties have agreed on the procedures for creating, transmitting, amending, and confirming delivery.
As of September 3, 2026, 42 states are parties to the protocol. Ukraine acceded to it on July 10, 2020. Among the countries important for Ukrainian businesses’ European routes, Poland, Romania, Germany, Italy, France, Spain, the Netherlands, the Baltic states, and a number of other countries have also acceded to the protocol. The current list should be checked in the UN depository database.
The mere fact that a country has acceded to the protocol does not mean that the electronic process is implemented uniformly at every warehouse, terminal, or checkpoint. Before the first shipment, it is necessary to verify the route, national practices, the readiness of the carrier and the consignee, as well as the ability to provide information to the authorized body in an accessible format.
How e-CMR Works in Practice
The specific interface depends on the platform, but the logic of international transportation typically proceeds as follows.
1. Creating the waybill
The shipper, carrier, or other authorized party generates the e-CMR in an electronic system. Some data may be automatically imported from a TMS, ERP, or warehouse management system. This reduces the need for manual re-entry but does not eliminate the need to verify the information.
Before signing, it is necessary to verify the parties’ details, the loading and delivery addresses, the description of the goods, the number of cargo units, the type of packaging, the actual weight, and references to accompanying documents. An error automatically carried over from the source system remains an error.
2. Cargo Acceptance by the Carrier
The carrier verifies the information, adds any necessary notes, and confirms acceptance of the cargo electronically. The system must link the action to a specific user, time, and document version.
If the driver is unable to verify the weight, the contents of sealed packages, or the quantity of goods inside pallets, the relevant remarks must be recorded at the time of acceptance. The electronic format does not override the rules regarding the carrier’s justified reservations.
3. Access While on the Road
The driver and other authorized parties can access the current version of the waybill via an app, web interface, or another method provided by the platform. A QR code may be used to quickly open the document; however, it is not, in and of itself, a mandatory element of the e-CMR and does not confer legal validity upon it.
During inspections, what matters is not a visually appealing electronic form, but the ability to provide accurate and legible information. Therefore, for international routes, mobile access, the ability to operate without a stable internet connection, and a backup plan in case of technical failure are checked in advance.
4. Changes During Transport
Permitted corrections or instructions are made while preserving the history. The platform must show which data was changed, by whom, and when, as well as retain the original entry.
This is one of the main differences between a full-fledged e-CMR and an editable PDF file: in a standard file, it is difficult to trace the sequence of actions and determine which version was in effect at a specific moment.
5. Delivery Confirmation
The recipient inspects the shipment, indicates the date and time of delivery, signs the waybill, and, if necessary, notes any shortages, damage to the packaging, or other discrepancies. Afterward, the parties gain access to the confirmed electronic document—the digital equivalent of a signed CMR copy.
For the carrier, this speeds up the receipt of proof of delivery, and for the shipper, it facilitates verification of order fulfillment and preparation of payment documents. There is no need to wait for the original paper copy to be returned by the driver or sent by courier.

Key conclusion: Converting a paper form to PDF does not turn it into an e-CMR. What is legally significant is not the file extension, but the entire procedure—identification of the parties, ensuring integrity, controlled changes, and access to the document.
e-CMR, e-TTN, and eFTI are not the same thing
These concepts are often confused, although they pertain to different processes.
e-CMR is used in international road transport governed by the CMR Convention. It confirms the information and actions of the parties to the contract of carriage.
Ukrainian e-TTN primarily concerns domestic road transport and the national electronic document management system. For more details, see the publication “Testing the e-TTN”. The use of the e-TTN within Ukraine does not automatically generate an international e-CMR, and vice versa.
eFTI is a European regulatory framework for providing regulatory authorities with electronic information on freight transport. It covers not only road transport and extends beyond a single waybill.
Starting July 9, 2027, the eFTI Regulation is to be fully implemented: authorities in EU member states will be required to accept information that operators transmit electronically via a certified eFTI platform. However, businesses are not required to completely abandon paper. The European Commission explicitly describes eFTI as a means of standardized electronic exchange with authorities, not as an automatic replacement for all transport documents.
Therefore, the statement “paper CMRs will be banned starting in July 2027” is incorrect. e-CMR regulates the electronic format of the international consignment note, while eFTI governs the channel and standards for providing regulatory transport information to EU authorities. The systems can interact, but legally they are different tools.

Fast Delivery Confirmation
A signed waybill becomes available almost immediately upon acceptance. This reduces the delay between actual delivery, document verification, and invoicing for transportation.
Less Manual Data Entry
When integrated with accounting systems, order details can be transferred automatically. Employees do not have to retype the same addresses, numbers, and cargo specifications multiple times.
A single, up-to-date version
The shipper, carrier, and consignee work with a single record rather than a set of copies where corrections may differ. This is especially useful when a warehouse, freight forwarder, primary carrier, and subsequent carriers are involved in the shipment.
Transparent Activity History
The system logs document creation, signatures, authorized changes, notes, and delivery confirmations. This makes it easier to reconstruct the sequence of events when handling a claim.
Quick Access to the Archive
It’s easier to find a waybill by trip number, counterparty, vehicle, or date. However, the retention period, export format, and the ability to retrieve data after the contract with the provider ends must be planned in advance.
What e-CMR Does Not Automatically Resolve
The electronic format does not correct incorrect source data and does not replace document management processes. If the invoice lists one product name, the packing list lists a different number of packages, and the e-CMR lists a third weight, the digital signature will merely record the discrepancy.
The e-CMR also does not replace:
- the commercial invoice and packing list;
- export, import, or transit declarations;
- certificates of origin and product certificates;
- permit documents for specific product categories;
- documents required for hazardous or temperature-controlled cargo;
- cargo insurance contracts;
- special transportation permits, if required.

How to Report Damage or Shortages in the e-CMR
Electronic acceptance should not amount to merely clicking the “Delivered” button as a formality. Before confirming receipt, the consignee must verify the number of packages, the condition of the packaging, the seals, and any visible signs of damage.
If a discrepancy is found, it must be specifically described in the note: for example, indicate the number of damaged packages, the nature of the defect, and the condition of the packaging and seals. A general phrase such as “cargo damaged” provides significantly less information for further review.
Photographs, reports, and other materials can be linked to the shipment if the system allows it, but they do not replace the cargo condition notation on the waybill itself. It is important to ensure that the reservation is included in the final delivery confirmation, visible to other parties, and included in the exported version of the document.
When You Shouldn’t Immediately Give Up on Paper Documents
A parallel paper set may remain a reasonable temporary solution if:
- the route passes through a country where the application of the Additional Protocol or inspection practices require additional verification;
- the shipper, warehouse, or consignee is not yet connected to a compatible system;
- the parties have not agreed on a method of electronic authentication;
- there is no reliable access to the document during transit or a backup plan;
- a specific authority, terminal, or counterparty in a particular transaction requires a paper document;
- the shipment involves multiple stages, and not all parties are ready to operate within a single digital chain.
A hybrid process should not continue unchecked: if paper and electronic versions exist simultaneously, it is necessary to determine in advance which one is legally binding and how changes are synchronized. Otherwise, digitization will create not a single reliable record, but two competing sets of data.
How to Prepare Your Company for Using e-CMR
It’s best to start the transition not by purchasing a platform, but by mapping out the transportation process.
- Verify legal applicability along the route. Consider the countries of origin and destination, transit routes, regulatory requirements, and agreements between the parties.
- Identify participants and access rights. You need to understand who creates the waybill, who inspects the cargo, and who has the right to make changes, add notes, and confirm delivery.
- Evaluate the authentication method. It must identify the signer and link the confirmation to a specific version of the document.
- Verify the integrity and change log. The platform must retain the original data and reflect every addition or correction.
- Agree on a procedure for handling cargo damage. The driver and recipient must know where to enter reservations and how to attach supporting documentation.
- Prepare a contingency plan. This should include access in the event of a weak internet connection, the ability to provide readable information, and a procedure in case the service is unavailable.
- Set up storage and unloading. The company must be able to retrieve the document and activity history in a verifiable format, independent of any single user account.
- Conduct a pilot shipment. It is safer to test the process on a familiar route with regular partners and then expand its use.
