What is NCTS?

The New Computerized Transit System (NCTS) is a system based on the Convention on a Common Transit Procedure. NCTS is available only to countries that are parties to the Convention. NCTS links customs services in the countries participating in the Convention, allowing the exchange of customs data to control transit movements.

The NCTS is a system in which businesses (foreign economic operators) submit customs declarations electronically to place goods under the common transit procedure.

Accession to the Convention on a Common Transit Procedure (CCTP) is Ukraine's obligation under the economic part of the Association Agreement with the EU. The accession to the Convention took place with the assistance of the EU, in particular, through the EU4PFM and RST programes.
