Euro Pallet Exchange — Returns and Shortage Charges

The goods have been delivered and the consignee has signed the paperwork, but the driver receives only 25 empty pallets instead of 33. Carriage may be complete while the packaging obligation remains open. Without agreed terms, it is unclear who must return the eight pallets, whether a warehouse voucher is enough or which price can be used to claim compensation.
Agree Euro pallet exchange before dispatch. In international road freight, exchange is a separate operational and contractual arrangement. Transporting palletised goods alone does not define whether the carrier must supply empties, perform an exchange or guarantee their return.
How exchange works and which pallets qualify
Under an agreed exchange arrangement, the party receiving loaded pallets provides an equivalent quantity of usable empty pallets in return. Depending on the arrangement, the vehicle may bring empties to loading, collect them at delivery or carry a separate return shipment.
In an open exchange pool, the return normally consists of equivalent pallets of the agreed type and condition, rather than necessarily the same physical units. Individually tracked packaging or pallets from a closed rental pool follow their owner’s rules. Such assets should not automatically be credited as returns of ordinary exchange pallets.
An EPAL Euro pallet has a 1,200 × 800 mm footprint. However, matching dimensions do not make pallets interchangeable. Check the marking system, authenticity, usability and agreed quality grade. A pallet of the same size does not become an EPAL pallet without the required identification and compliance.
For packaged cargo transport, packaging requirements also depend on the product and warehouse. Food ingredients, chemical raw materials and equipment may require different pallet cleanliness and treatment standards.
Return and settlement arrangements
The transport order should identify the actual packaging arrangement:
- Immediate exchange: the consignee hands over the agreed number of usable empty pallets when accepting the goods.
- Deferred return: the parties specify a deadline, location, responsible operator and payment for transporting the empties.
- A pallet account: movements accumulate in a ledger and are periodically reconciled against documents.
- Compensation instead of return: the parties set the unit value and the event that creates a payment obligation.
- Delivery without exchange: seller and buyer settle pallet ownership or cost separately, and the carrier receives no exchange instruction.
The phrase “exchangeable pallets” does not settle all these points. It does not identify who supplies empties at the start, what happens if the consignee has none available or who pays for an extra collection stop.
Allocating responsibility for pallet exchange
Seller and buyer agree whether packaging transfers with the goods, must be returned or is paid for separately. The transport customer communicates the agreed requirements to the logistics provider. Where exchange is required, the carrier’s contract should define the extent of its undertaking: perform the exchange, document the outcome, return pallets or accept an agreed non-return risk.
A duty to return pallets is distinct from a duty to pay for a shortage. A carrier instructed only to collect and record an exchange does not necessarily guarantee that another party’s warehouse will have empties. A contract may nevertheless create a wider obligation or compensation for non-performance. Its wording, applicable law and the facts of the shipment all matter.
Where a forwarder arranges the truck, the customer and carrier agreements need to align. Promising the customer a pallet return does not automatically impose that obligation on a carrier that was never given the condition. Conversely, a carrier’s invoice needs a proper basis before it can be passed on to the customer.
A signed CMR records carriage-related matters within that document. Pallet exchange needs specific information about the type, quantity and condition of the pallets transferred. A general delivery acknowledgement does not replace a clear packaging record.
Pallet quality and recording a refusal
EPAL checks include missing boards or blocks, unsafe breakage, rot and contamination that could affect the load. Detailed usability criteria come from the EPAL system. Additional requirements for quality grade, cleanliness or automated warehouse handling should be expressly agreed; an ordinary exchange pallet does not necessarily have to be new.
If a warehouse offers unusable pallets, record the quantity and specific defects on the exchange document, take photographs and notify the customer before leaving. If the warehouse refuses to sign the remarks, preserve other evidence. Then agree whether to accept an authorised substitute, wait for suitable pallets or record an outstanding balance.
A usable empty pallet does not mean the goods placed on it can be stacked. Stackability is a separate limitation of the product and packaging, explained in our article on cargo that cannot be stacked.
Pallet vouchers and proving the balance
A pallet sheet, exchange report, pallet voucher or Palettenschein helps record the movement. It should identify the date, location, parties, shipment or CMR reference, pallet type, loaded pallets delivered, empties collected, rejected units and outstanding quantity. Signatures and responsible persons’ details connect the record to the particular warehouse.
A pallet voucher is not the same as a physical return. Check who must redeem it, where and by when pallets can be collected, and whether the contractual creditor accepts that form of evidence. A voucher from another company or an unrelated warehouse may not meet the agreed arrangement.
For regular shipments, maintain separate balances by counterparty, pallet type and route. A monthly total without shipment references is difficult to verify: pallets might have been returned to a different legal entity, or one document may have been credited twice.
An example of a pallet shortage calculation
Consider a hypothetical unloading operation: 33 loaded pallets are delivered and 25 usable empties are returned. Three further pallets are offered but rejected for documented damage, while another five are not offered at all. The outstanding balance for this operation is 33 − 25 = 8 pallets. The three rejected units are already part of the eight; do not add them again.
If the parties expressly agreed cash settlement at EUR 18 per pallet after the return deadline, the basic compensation is 8 × EUR 18 = EUR 144. This is an illustrative price, not a universal tariff or a Save Pro Solutions rate. Until the contractually specified trigger occurs, the balance may remain an obligation to return pallets rather than an immediately payable debt.
Identify the payer under the agreed arrangement instead of automatically assigning liability to the driver. Administrative fees, extra transport and compensation for pallets have separate bases. An invoice without a supported balance and contractual entitlement does not establish the amount claimed.
The effect of pallet returns on routing and cost
Empty pallets occupy space, need safe stowage and can require an additional stop. When arranging curtain-sided truck transport, agree how many empties will be carried and where they will be placed. Available space after unloading does not by itself mean a return leg is included in the route or freight price.
This is particularly relevant to groupage freight, where a vehicle serves several consignors and warehouses. Empties need to be planned alongside the other shipments. Our guide to LDM loading metres explains how floor space is assessed.
Waiting for an exchange can also disrupt the schedule. Agree its recording and payment as clearly as truck waiting at warehouses and customs. If empty pallets cross a border as a separate return movement, check customs and plant-health requirements independently of the exchange agreement.
Terms to confirm before the shipment
Record pallet type and quantity, agreed quality, exchange locations, responsibility for the initial empties, acceptable paperwork, return deadline and the procedure when a warehouse refuses exchange. Specify the compensation value, its charging trigger, costs of additional operations and how the outstanding balance will be substantiated.
Send these requirements to Save Pro Solutions with the route and cargo details. This allows the exchange arrangement to be coordinated with the carrier and warehouses before loading. Clear records at each stage help close both the goods delivery and the packaging account.
