What types of transport require mandatory registration in the BIREG system?

1) International carriage of goods by road at their own expense by vehicles with a maximum permissible cargo weight of more than 3.5 tonnes, which are subject to a bilateral (one-time) permit or ECMT permit;

2) International carriage of goods by road for a fee or remuneration by vehicles with a maximum permissible cargo weight of more than 3.5 tonnes, which are subject to a bilateral (one-time) permit or ECMT permit;

3) Cabotage transport of goods subject to bilateral permits and Community licences in Hungary (for EU carriers).

Registration of the transport operation!

The company must register the transport operation (the so-called cargo registration) in the following cases:

1) In the case of a transport operation to or through Hungary, before entering the territory of Hungary;

2) In the case of a transport operation originating in Hungary, before loading in Hungary.

When registering a shipment, the details of the transport operation (place of loading and unloading, vehicle registration number and environmental category) must be provided and, based on this information, the BIREG system determines whether the transport operation requires a Hungarian permit. Transport operations require the registration of a permit in the BIREG system if the transport in question requires a bilateral permit (permit issued under a bilateral Agreement), an ECMT permit or a cabotage permit (including cabotage operations performed under a Community licence), in which case the type and serial number of the permit to be used for the transport in question must be provided and a photograph of the permit must be uploaded to the BIREG system.

Each transport of goods must be entered into the system if the transport operation requires a Hungarian permit. The entry of transport modes is also mandatory in the case of a cabotage operation, where the type of transport associated with the transport operation to Hungary must be entered before the start of the cabotage operation and the international freight transport to leave Hungary.
