What is the EUR.1 certificate?

The EUR.1 certificate for the carriage of goods is a document confirming the European or Ukrainian origin of products. It allows for customs clearance of goods at a preferential rate of duty, which reduces their cost for the recipient.

The certificate is issued on the basis of Protocol No. 1 to the EU-Ukraine Association Agreement, which regulates the definition of the concept of "origin of goods" and methods of administrative cooperation.

In Ukraine, the certificate is issued free of charge for one consignment of exported goods on the basis of a written application by or under the responsibility of the exporter. This is done exclusively by an authorised official of the SFS of Ukraine. The procedure for filling out and issuing the EUR.1 certificate is approved by the Order of the Ministry of Finance of Ukraine No. 1142 dated 18 November 2014.

🟢🟢🟢 If you import goods with a customs duty rate of, for example, 12%, the EUR.1 certificate, depending on the product, may reduce this duty to 0%. Thus, upon presentation of the certificate, imports become much more profitable, as they avoid additional costs.
